YEA: 3
NAY: 403
Present (but not willing to take a stand): 6
Not voting: 22

He didn't slam the gavel, but I guess it is done.

The Nea was John Linder.He is either chairman or #2 on rules committee.Probably a parlimentary manuver knowing he would change at end.
