Isn't there some arcane House rule that for a bill/resolution to be brought up again for reconsideration someone who voted on the losing side has to do it?
The "RINO" may just be the person designated to do that by the leadership ... so they can bring the resolution to a floor vote again if the Dems try to repeat their recent performance.
