I'm guessing that the final version of the bill is being worked out.
I've seen Barney Frank several times on the House floor ( on TV ). He's in full panic mode this time. That the whole thing upsets him this much proves it's the right thing to do.

If the final vote is that close, it would be a disaster for us.
The purpose of this vote is to show Murtha is in the minority and even most Dems oppose him.
If the Dems stand together and support his resolution, this will be a complete disaster for the Republicans.

This is my scenario... when Clinton was pres terrorists kept attacking and attacking and they were certain we were weak and cowards so they attacked on our shores -- then found out our new President wasn't a cowards...
So my theory is the dems have been attacking and attacking and attacking and the GOP hasn't fought back and they (Murtha) felt they could lay on one more thing and once more the media would carry their water and the GOP would whine and do nothing....
Just as attacking the WTC/Pentagon on 911 was one attack too many and we fought back, Murtha's attack was one attack on the GOP to many and finally we're fighting back.

Now that the Iraq war is all but won they are getting more and more despaRAT! A victory for America is a loss for the DNC and they are pulling out all the stops to lose the war! Three Cheers for the House Pubs for this vote!
