And the WTO isn't? Redistributing wealth from "rich countries" to "poor countries" is socialist. The only difference from Chavez's program is that he wants to run the socialist programs, and not let the global socialist institution, the WTO do it. Same difference if you ask me.
If he succeeds we darn well may be fighting major battles in the deserts of West Texas and Chihuahua! Coming soon to a front line near you?!!!?
And in Alaska and Hawaii, because the Russians and Chinese would get involved.
