a policy that includes headsets and hands-free devices.
Does it mean a driver cannot talk to passenger(s) in the car?

Tests have generally shown that the hands free cell phones are not any less distracting to drivers than the clasp-to-your-ear kind. I don't think they cotton to the idea of the liability problem they would be.

Maybe. Here in NC, these dopes do not know what the little lever on the left side of the steering column is for. There are a tremendous amounts of accidents when folks fail to signal.
BTW, I SPEED ... BIG TIME, but, I watch the mirrors,k and signal.
That's that little thingy on the left side of my steering colunm in my Corvette.

I hope this includes Generals as well I wouldn't want any double standards here.

I see some Army officers have too much time on their hands. A TDY to Iraq might change their priorities.

I see interstate convoys coming/going from Ft. Bragg all the time. At least 1/2 the drivers are yacking on a phone.
I don't have a problem with it when they are in a convoy like that.

aside from the obvious idiot drivers, they may be experimenting with a cell phone frequency detector to find remotely activated ied's or car bombs...

What's more it's impossible to tell him from AGTTGTATTGATAACACTATCTCAACG Could this be the alternative FR user ID that 'MD4BUSH' uses???

Does this also included two-way radios? A little overboard, isn't it?

Your screen name sounds like when I was a kid and we were playing war. My machine gun went "AGTTGTATTGAAAACACTATCTCAACG"
