WHY PRESIDENT Bush waited so long to respond to the baseless ''Bush lied" lie is a mystery. Perhaps he thought he had more to gain by remaining above the fray than by rolling up his sleeves and wading into it. Perhaps he imagined that because the slander was so brazen -- so easily refuted, so self-evidently untrue -- it wouldn't deceive the majority of Americans who supported his reelection last year.
Whatever his reasoning, it was a blunder to have said nothing as the lies about ''lies" piled up. Unrebutted accusations, even ridiculous ones, turn into conventional wisdom if they are repeated often enough. And disparaging conventional wisdom about a president takes a toll. According to the latest Gallup poll, only a minority of the public, 46 percent, now describe Bush as ''honest and trustworthy." Only 37 percent approve of the job he is doing as president, the lowest percentage yet.
Of course, Bush is not the first president to suffer a steep decline in popularity. With the exception of Dwight Eisenhower and John F. Kennedy, every president in the past 60 years has seen his approval rating sink at some point to 37 percent or worse.

Truman never bounced back during his term, hence he decided not to run in 1952.
Bush cant fight his way out of a paper bag. The man cant debate, act like an elitist and ignores his base. RINOs are in power and they will continue to push us to the left. Damn if I will go willingly - I expect 06 and 08 to be big losses if things dont change dramatically.

Bush is fighting Republicans who control Congress and the Dem minority in Congress. Which president came back from that?
It was more than deciding not to run. He lost to Estes Kefauver in the 1952 New Hampshire Democrat primary. An incumbent President losing in his own party's primary is not "bouncing back."

Didn't happen. He decided months before the campaign not to run and tried to recruit Eisenhower to the democratic ticket. Read David McCullouh's excellent book Truman. Great read. Harry was the last democratic president I could respect. A good, and honest, if mistake prone, man.
I believe the writer is referring to Truman in 1948.
In any case, Truman was a cut above Bush in many ways. He was, in particular, willing to engage his opponents directly and fight for his position.
Bush and team also know that to help anyone with election campaigns it is best to wait within 3-4 months of an election. The American public has a short memory.
Sometime before the 2006 and 2008'2 some major things will happen like: WMD found in Syria, OBL and/or Zarqawi captured/killed, some troops come home, tightening the borders etc...
If done now it would be forgotten or spun by the dims.

If so, the article is very misleading. Truman's basement like poll ratings didn't come until the second term.

Not going to change. Conservatives do not make up the majority in this country. Republicrats do. And you want them as close to your position as possible, same as the Liberals.
It seems to me that both the right and the left are pushing the middle away from them. If the Republicrats had a set on them and got some funding, I wouldn't be suprised to see Guiliani as President in 08.
