Bloomberg Considering New Commuter Tax?

There might be a new drive in New York City to tax suburban commuters. At a press conference in Queens on Monday, Mayor Michael Bloomberg stated that suburban property values rise and fall on the city's success.
"Property values are up because of their proximity to the city," Bloomberg said. "If the city weren't safe, their property values wouldn't be as high ..."
City officials said the mayor may be posturing for state and city budget talks starting next month.
New York State legislators have previously rejected attemps by the city to tax commuters.
Mayor Bloomberg is expected to update the city's financial estimates in a couple of weeks.

If it weren't for the hundreds of thousands of people who travel to New York City on a daily basis and spend lots of money here, most properties in the city would be absolutely worthless.

He gets a 20 point win and goes for taxes right away? I want to be sick.
This is what he did when he won the first time. Within months he raised property taxes by 20%. I never forgave him for that.

I don't think that it violated the law because the tax effected even in state commuters. It targeted anyone that lived outside the five boroughs.

If I remember correctly, New York City's commuter tax went through a few revisions in the last ten years.
1. First, the state government passed a law prohibiting New York City from instituting an income tax on people who commute to the city from the surrounding suburbs in New York.
2. The city responded by eliminating the commuter tax for New York state residents, but left it in place for New Jersey residents.
3. New Jersey filed suit in Federal court, and the Federal courts held that New York City could not implement an income tax that only applied to out-of-state residents. Either the tax applies to everyone, or it applies to nobody.

Building low income housing is the opposite way to improve the budget. Building market rate apartments or better yet/ hotels/offices would generate revenue as oposed to be a burden.
