I always wondered about staff vs civil service....Linda Tripp was kept on by Bill Clinton. The historical knowledge angle makes sense....

My understanding is it's all a mix. Billy Dale and the WH travel office were civil service, I think, but Clinton had the prerogative to replace them. Instead of just letting them go, the Clinton's accused them of illegalities, which backfired on the WH. I'm sure most government workers are good people who just want to do a good job, regardless of party in power. But, there are enough partisans to disrupt everything by having an agenda.
