True, but it's a two way street. The Republican Senators ride along when things are good, but don't have the backbone to counter the Dem attacks. I think the Republican Senators are the weak ones, and it allows the Dems to project an image of weakness onto the President.
If House or Senate Republicans lose future races, they'll blame GWB, but it's the above that will be the real cause - themselves who let the President down.

They let down the people who voted to get them in office
We didn't' vote for them to pack on pork projects and then point the finger at the WH and say it's the President's fault

What's worse is that it was with the President's leadership that the Senate regained and then built on the majority and built on the House majority as well. In return the Republican Congress has run away from Social Security reform, failed to manage spending, been held hostage in the Senate by filibusters, etc. etc. etc.
