Hansard the official recorder of British Parliament proceeding publish theirs on the net on one of our official government sites albeit a few days behind. You can print them out or order and pay for proper printed copy.

Adjust as is obvious for Congresses other than the 109th.

I think the Official Congressional websites have the transcripts .. but I don't know that for sure. I know they have the schedule - so maybe they keep the transcripts too. It might be worth a look.
