We certainly are at war. It is the War on Terror. You want some more words spoken before you will allow the War on Terror to be real? Then you will authenticate the War on Terror? Our brave military has already authenticated the War on Terror and are doing a great job of winning it also. They've done it all without your permission. Yes, we're at war because we were attacked. We're also not at war because Congress hasn't declared war. Things are confused and they can't be cleared up by your declaring we're at war because you don't have Constitutional standing to do so. Neither does the President. Neither do the Courts. Until Congress says the words explicitly we are not at war legally, however much we may be in fact.

If we aren't at war, then they can't accuse him of lying to get us into one! There you go....case closed. Now what are the Freedom-hating, anti-American Rats going to go after him on?

Joint Resolution by Congress: The President is authorized to use the Armed Forces of the United States as he determines to be necessary and appropriate in order to defend the national security of the United States against the continuing threat posed by Iraq; and

You are incorrect sir. President Bush followed the letter of the War Powers Act, as his father did in 1991. The Senate met and gave him authorization. In fact, they debated it a second time after the UN resolution failed, just so they couldn't claim what they are claiming now.
The president has been given full power under the Constitution. The only reason there has been no declaration of war is because there is no organized country to DECLARE AGAINST. But he has fulfilled his constitutional obligation to get congressional approval.
