To begin with, there would be no WOD if the people wanting to use the drugs could get control of their usage without effecting others. If you study the history of the WoD you will find that it started because Hearst wanted to eliminate the hemp competition to his timber-based paper-making business. As to why it continues, it's good business for some.

That means nothing, because with alcohol and drugs we see numerous examples of people out of control that force us to have these drug and alcohol laws.
Hearst means nothing regarding today.
People can't handle their drugs or excessive alcohol at all. That is why you have a WOD.
If they could control their drugs and alcohol abuse, there would be no problems.
The prisons are full of violent offenders with drugs/alcohol personal abuse issues and they did their crimes while high with all kinds of drug and alcohol in their systems.
Another reason you have a WOD.
Make the violent crimes go away, then come back and try and make a case.
