If you are into blood money; then yes, that is what it means.

And when Japanese were buying up all of New York's real estate at hideously inflated prices in the 80s, I bet you were screaming too. This isn't blood money, this is shirking the Arabs (or the Japanese or whomever) out of their hard-earned cash by charging them much higher than the going rate for... office space. Who cares? Good for the American real estate agents for making the sale.
