The "Republican Senatorial Committee" exists to elect republican senators. Their first task is to fully support the existing republican senators against all attacks. In some cases this gets senators to vote on party-line for some issues we would otherwise lose. But in any case that is their job.
If you don't like it, you should avoid giving money to the RSCC. I don't give them money, but I don't get mad at them for what they do (just HOW they do it -- like attacking Chafee's primary opponent for ties to oil companies).
I DO get mad at the RNC for stuff, because they are supposed to represent the party, not the politicians we elect.

Did the provision get yanked or did it get voted down?

You can be mad at the people of your choice. I'll reserve that right to be mad at them. They are ensuring that hopes for any conservative agenda falls because the Republican Majority will fall DUE to these antics by RINO's. Their job is the protect their majority. If a member jeopardizes the whole, if a member jeopardizes electing more to their ranks, you cut that cancer out.
