In a sense, this is worst than an Al Qaeda attack. The latter is usually a single event of large proportions, which by its nature can't be repeated frequently without the perps getting caught. What's going on in France is a level higher in violence, pure anarchy that can't be contained and is infinitely repeatable. I'm not sure the French have a large enough military to pacify 300 cities.
Seems to me that if they need to they can "take out" many more than the 300 hotspots, and do it quickly too.
Their tactical nukes (the things on smaller missiles) are quite advanced and do not cause much of a fallout problem ~ maybe those downwind will need to tape up their windows for a few days.
Talk about burning some cars, France is definitely prepared!
