Seems to me that if they need to they can "take out" many more than the 300 hotspots, and do it quickly too.

Their tactical nukes (the things on smaller missiles) are quite advanced and do not cause much of a fallout problem ~ maybe those downwind will need to tape up their windows for a few days.

Talk about burning some cars, France is definitely prepared!

I guess you're right - better to have 300 irradiated grease spots than no buildings left standing anywhere in France. It would be just like the French government to use its nukes on its own people before using them in the middle east.
