The 2nd Amendment bestows the right to bear arms on "the people," and everywhere else in the Constitution, "the people" means the people as individuals, not collectively or in their role as agents of the state.
Of course, but that blindingly obvious point is evidently lost on the Ninth Circuit Court of Appeals, and it's their decision that determines whether or not someone is thrown in jail, not ours.
