I just don't parse things as narrowly as you do, I guess.

My read of President Bush's talk from 2001 is an admission that human activity impacts the environment, and tha he is committed to US reduction in emissions in order to counter that.

Of course, you are free to disagree with that - and if you do, I think you're propagandizing, not illuminating.
