Is it really appeasement? Look carefully. It looks more like a plan of communist forced work.

All the young people of less than 25 years, applicants for work or not, living one of the 750 significant zones, will be received in the three next months for a "maintenance deepened"

Translation:

Every unemployed person under the age of 25, who lives in a poverty zone, will be ordered to report to an unemployment office for 3 months of "vocational assessment". At the end of three months, they will either be contracted to take a government jobs, given further training or assigned to something ominously labeled "formation".
