That is what the Founding Father's intended. What was it Benjamin Franklin uttered after a question as to what type of government had been established? "A Republic, if you can keep it."
Thomas Jefferson also opined the fact that once the citizenry discovered their ability to vote to themselves monies via the legislative branch they will have shackled themselves in the chains of bondage.
Consider this: The government, via the people's cries for "service", has taken control of our monetary system, the amount of a citizen's income and retirement, education, agriculture, energy, natural resources, property rights, prevention of undue search and seizure, privacy, all manner of business, communication, etc...soon to be added: healthcare.
Once a government controls such things, the citizens underneath it are no longer free.
