"Library of Congress Building Officially Reopened"
Updated: Wednesday, Nov. 30, 2005 - 3:06 PM

WASHINGTON -

ARTICLE SNIPPET: "Etter said rust remover, which was being used by plumbers, caused the smell.

Earlier, Etter said someone working on an air intake system was using an industrial lubricant and left it uncapped near the intake, which caused the bad odor.

The evacuation affected some 700 workers."
