Thanks, Cindy, it's an euphemism for lying; here's what I found:

"Taqqiya" is permission for Muslims to hide their faith when living in hostile conditions, even if it means outright lying.

TAQQIYA:
The Shi'ah believe in a doctrine called Taqiyyah which means that a person holds a specific belief in his heart but his speech is contrary to his inner beliefs.
