I'm pretty certain it's New York City and the picture was taken from the top of the World Trade Center! You can see the Empire state building in the distance, and also the Chrysler building to the east. That would make the vantage point to the south.
I've stood up there and looked at that view and from memory it looks the same. I particularly remember the fact that most of the buildings in the forground were the low rises of Greenwich Village and the East Vilaage.
