At least he's condemning suicide bombing in general, and also restricting the concept of jihad to situations where Muslims are actually being attacked or oppressed. For example he specifically excludes Indonesia as a place where jihad of any kind would be justified because there isn't any active war or oppression against the Muslim population going on there.
It's a lot better than the deafening silence that you too often hear.
