Yep. Disregarding immigration law sets up good policy (sarcasm). When they relocate all over the USA, I suppose that's okay too (more sarcasm).
I have a family member who went twice to NO to aid in cleanup. His comment was that locals sit and watch the workers. Not so much a poloroid moment as a sociological observation. Perhaps earning money would negate "federal or state subsidized income."

They would either have the earned amount deducted from the welfare check or even loose the check completely.
If they work, they won't make enough to live on at labor pay and would loose the free housing and medical.
Sad state of affairs.
