Russian guns to arrive soon in Venezuela

Venezuela will receive the first of 100,000 Russian-made assault rifles
starting next month in a deal struck earlier this year. Russia will deliver
30,000 Kalashnikov assault rifles and three helicopters to Venezuela by
year's end, Russian and Venezuelan officials said during talks Thursday.
The first 15,000 rifles will arrive Dec. 15, with an identical shipment to
follow on Dec. 30, Russian Deputy Prime Minister Alexander Zhukov
said.

Islamic Radicals Plan World Revolution from Temple Mount

Islamic radicals have been using the Temple Mount as a focal point for
planning and preaching the establishment of a world Islamic state with
Jerusalem as its capital.

One of the radical groups operating on the Temple Mount is Hizab
Altahrir (The Islamic Liberation Party), which espouses an ideology
similar to Al Qaeda. Hizab Altahrir’s network spans most Western
European countries. The party puts Islamic revolution and an
uncompromising form of Jihad (holly war) at the top of its political
agenda.

The group advocates subjecting the entire world to Islamic law
(Shariya), and destroying non-believing nations and religions.

The party has targeted Europe, specifically Denmark, for spreading its
ideology, and providing a springboard for renewing Islamic conquests in
Europe. A senior party activist in Jerusalem, Sheikh Issam Amira,
expressed this philosophy in a recent speech which he made on the
Temple Mount:

“Listeners! The Moslems in Denmark make up three percent [of the
population], yet constitute a threat to the future of the Danish kingdom.
It’s no surprise that in Bitrab (the ancient name of Medina, a city in
Arabia to which Mohammed immigrated) they were fewer than three
percent of the general population, but succeeded changing the regime in
Bitrab.

“It’s no surprise that our brothers in Denmark have succeeded in
bringing Islam to every home in that country. Allah will grant us victory
in their land to establish the [Islamic] revolution in Denmark.”

After Denmark, the Sheikh said, the party will carry the revolution to
Oslo and change its name to Medina. “They will fight against their
Scandinavian neighbors in order to bring the country into the territory of
the revolution,” he said. “In the next stage, they will fight a holy
jihad to spread Islam to the rest of Europe, until it spreads to the
original city of Medina where the two cities will unite under the Islamic
flag.”

Sheikh Riyad Salah, head of the Islamic movement in Israel has also
been active teaching the tenets of “Islamic revolution.”

“We are at the gates of the Islamic revolution,” he proclaims in
his sermons to Arab citizens of Israel. “The global forces of evil will
be eliminated from the world and the Islamic nation will remain in place
in order to bring about the world Islamic revolution, with its capital,
Jerusalem.”

Salah, who until a few months ago was under arrest for allegedly
assisting an organization connected to the Hamas terror group, has for a
number of years been attempting to organize Israel’s Arab citizens
into an “independent Palestinian society,” disconnected from the
State of Israel and its institutions.

Salah’s organization contributed to efforts to repair Arab mosques on
the Temple Mount, and also attempts to erase the remains of Jewish
antiquities on the Mount.

In Israel, the Hizab Altahrir party is sending out charismatic Islamic
preachers to spread its ideology to mosques in villages near Jerusalem,
Hevron, Kalkilya, and Tulkarem.

When large numbers of Moslems visited mosques last October during the
holy month of Ramadan, the party expanded its efforts to recruit new
members and activists in the Palestinian Authority (PA).

Thousands of young Arabs living in the PA have been participating in the
party’s youth movement under the slogan, “Campaigning to
Preach Revolution.”

On the Temple Mount near the Dome of the Rock, Altahrir’s youth
recently put up a giant banner declaring “Revolution is a Divine
Command.” The party’s flag appears on the right and left hand
side of the banner (See top photo). The youth were greeted by party
members who shouted, “Next year in Jerusalem, under the rule of
the Islamic revolution.”

Correcting Perceptions About America Is My Job: Liz

JEDDAH, 16 November 2005 — Liz Cheney, US deputy
assistant secretary of state for Near East affairs and
daughter of Vice President Dick Cheney, said that it is
part of her job to correct the perceptions about her
country and its policies because these perceptions hurt
America’s image abroad.

She claims that the rumors about torture in American
prisons are untrue, the idea that American liberation of
Iraq resulted in more terrorism is wrong, and that
Afghanistan is “absolutely better” and the world safer
after removing the Taleban from power. She said that
Syria and Iran are a concern for the United States, that
capturing Osama Ben Laden is not a key issue in winning
the war on terrorism and that new methods need to be
used in this war.

The remarks were made at a round table discussion with a
few reporters on Sunday during her visit to Jeddah with
Secretary of State Condoleezza Rice.

They arrived here after attending the Forum of the Future
in Bahrain, which saw the launch of two institutions. The
first is the Fund of the Future worth $100 million set up to
provide capital for small and medium businesses. The
second is the Foundation of the Future worth $55 million
to support NGOs and projects for promoting freedom of
the press and democracy.

In Jeddah, Rice and Cheney launched the US-Saudi
Strategic Dialogue and established six working groups. The
next meeting will be in May in Washington. Before that Liz
Cheney and Saudi Ambassador Prince Turki Al-Faisal,
co-chairpersons of the working group for human rights and
education exchange programs, will meet in December in
Riyadh to decide on the list of priorities.

Earlier on Sunday, Cheney visited Effat College where she
had an interesting exchange with the students and
faculty covering Middle East Partnership Initiative,
education opportunities, the need for better
communication and American politics. “I was very
impressed with the energy and enthusiasm of the
students. One of the impressive things about them is their
awareness of international politics and the sophistication
of their questions,” she said.

Cheney said that the idea behind the Broader Middle East
initiative is to support the change and reforms taking
place in the Middle East by the people themselves. On the
Palestinian issue, she was defensive about the accusation
that the US is ignoring the issue and said that it is not up
to the US to solve it, it is up to the Israelis and
Palestinians.

On the reports about torture in Abu Ghraib and
Guantanamo and violations of Geneva Convention, she
said that what happened in Abu Ghraib was a crime and
not America’s policy and those who perpetuated the crime
were tried and will be punished.

Commenting on Guantanamo, the people there are very
dangerous, said Cheney, and there is a process of
identifying the innocent among them and releasing them.
“The US does not torture; in fact what holds up the
release from Guantanamo is getting a guarantee from their
governments that they won’t be tortured,” said Cheney.
The war on terror is a new form of war and new ways of
protecting people are needed.

“Guantanamo and prisons in Afghanistan are completely
consistent with international obligations. Just because the
Geneva Convention might not technically apply does not
mean that America does not treat people with the spirit of
the convention,” said Cheney.

She said that the US is working hard to make sure their
policies and laws will keep them safe but also respect
fundamental human rights and values. “While we are doing
things militarily in the war on terror, we are also spreading
hope and opportunity so that the young people do not
become recruits for the terrorists,” she said.

Cheney defended the US success in the war on terrorism
both in Afghanistan or Iraq. “What made Saddam
dangerous was not only the stockpile of weapons he had
but also he had the scientists who had the technology to
make these weapons; we know that they were working
with and training Al-Qaeda members. The danger was not
necessarily of giving the weapons to the terrorists but
that the technology would fall in the hands of terrorists,”
she said.

She said that when she flew over Iraq she did not see
chaos, but normal activity of regular people.

Syria is a concern to the US because it has proof that
Syria is supporting the insurgents committing the violence
and suicide attacks in Iraq by funneling them through the
border, claims Cheney.

Syria is also supporting those who reject peace in
Palestine and continues to dominate Lebanon. “If there is
worry about destabilization in the region there should be
worry about Syria,” she said.

Deviant Uses Qur’an Committee to Raise Funds

RIYADH, 16 November 2005 — A deviant who was
attempting to turn the Qur’an committee of a village in
the Riyadh region into an illegal charity organization has
been arrested by police.

The suspect, who witnesses say also works as an
elementary school teacher, was issuing fatwas calling for
jihad in Iraq and raising funds through lectures shrouded in
secrecy, according to Al-Watan newspaper.

Some say he was supporting poor families with the money
— provided they destroyed satellite television links. The
full extent of his clandestine fund-raising still is unknown.

“I used to attend these lectures regularly,” said a man
from a neighboring village. “Later, I discovered that he
was only reading from history books and wasn’t saying
anything new. I didn’t know what the purpose of it was.
(He) asked to have these lectures secretly.”

What was supposed to be the noble work of teaching the
word of Allah was being subverted into something sinister.
When the gang started a women’s group in the village, it
was obvious there was something amiss.

“From the first lesson, the woman speaker started to ask
for donations,” said the villager. “This made many women
suspicious because the Qur’an Committee was supposed
to teach Qur’an and nothing else. If the money was going
to be collected through a bank no one would have
minded.”

When he contacted authorities other victims came
forward. It was revealed that the so-called teacher was
urging the slaughter of Iraqi Muslims in the name of God.
“At one time, a member from (the) group came to me and
asked if he could give a Friday speech at the mosque I
lead,” a local imam said.

“I said that he had to get permission from the main office
in the area before I would allow him. Later, I learned that
he had been arrested on charges of financing terrorist
groups, and he is in prison now.”

A manager of a local school said the suspect was arrested
on charges of financing terrorism when he returned from a
trip abroad. It is unclear how much money was collected
and what amount, if any, went to slaughter innocent
women and children.

Too Many Accidents Lead to Doctor’s Resignation

AL-LEETH, 16 November 2005 — An orthopedic in the
general hospital in Al-Leeth decided to resign because of
the number of traffic accidents, Okaz reported. He
complained that the number of accidents was on the
increase and would never decrease. During Ramadan and
Eid, he operated on 276 patients who had broken bones
as a result of traffic accidents. He was upset that he
never had a day off because of the heavy workload and
so he decided to quit.

By day, Chi Mak worked as an electrical engineer for Power Paragon-one of the world???s most powerful military contractors that provided advanced
technology for warplanes, tanks, submarines and navy ships.

His life was typical of a Los Angeles upper-middle class Chinese-American family shared with his wife Rebecca Laiwah Chiu, brother Tai Wang Mak, a
Chinese TV director and his brother‘s wife, Fuk Heung Li.

Unbeknownst to Chi, there was a secret camera planted in his home, his e-mail was being intercepted and his residence was searched several times by FBI
agents.

Last month, the year long surveillance led to the FBI arresting the four and accusing them of being part of a spy ring that was feeding China for some 20
years with highly sensitive military secrets.

The arrests came as Chi‘s brother Tai, who is thought to be a spy master working for China‘s military intelligence apparatus, was to take data obtained
from Paragon‘s computers to a contact in China on Oct 28.

“Chi (who had secret-level security clearance) uses his workstation at Power Paragon to collect the information he has been tasked to provide to the People
‘s Republic of China,“ the FBI stated, as they began assessing one of the most damaging spy cases ever uncovered in the United States.

So far they estimate that Chi worked on more than 200 defense and military contracts, including the Aegis battle management systems that are the core of
U.S. Navy destroyers-which China has already copied-and technology related to tracking attack submarines that potentially could be devastating if the
United States enters a conflict with China in defending Taiwan.

The spy ring is also thought to have assisted the Chinese military development of electromagnetic pulse weapons-weapons that simulate the electronic
shock caused by a nuclear blast-that disrupt electronics and aerial surveillance technology.

As the story unfolds, the sinister operations of the spy family have some potentially serious ramifications for Canada.

Chi‘s employer Power Paragon is a division of New York‘s L3 Communications that acquired the Edmonton-based Spar Aerospace in 2001.

Spar‘s major customers include the Canadian and U.S. militaries, the Royal Malaysian Air Force and a number of North American commercial airlines and
international military air forces.

Spar Aerospace Limited also built the C$18.6 million antenna system for the International Space Station to relay science data and video signals.

Last February, Ottawa signed a $117-million contract to upgrade and modernize 80 of Canada‘s aging fleet of CF-18 jet fighters.

The work was to extend the life of the warplanes through 2017. They include secure data and communications links to stay in constant contact with aircraft
of ally nations in critical battle situations, cockpit control display panels, helmet visors that display instrument readings-allowing pilots to fly the jet
without having to look down at the panel in crucial moments-and attacking-missile avoidance systems.

L3 Communications Canada, the sister company of Chi‘s employer, Power Paragon, was the main sub-contractor.

L-3 Communications Canada also got the C$800 million contract to deliver the Maritime Helicopter Program to replace the Canadian Forces‘ fleet of Sea
King Helicopters.

In February this year, L-3 Communications expanded to include another company in its Canadian family called L-3 Communications MAPPS Inc.

On its website, L-3 Communications MAPPS Inc. proudly boasts of its connections with Paragon and states: “The business has been a pioneer in the
integration of military shipboard control systems and its systems are installed on approximately 140 ships for 18 navies around the world.“

The FBI says it is this type of technology that Chi and his family of spies were siphoning off to China.

The allegations against Chi‘s spy ring have caused serious damage to L-3 Communications Corporation which had revenues of over US$7 billion and a
dynamic history.

It also serves as another signal to multi-nationals and North America that China has an organized program designed to gather high-technology data and
equipment of military use.

On November 8, 2005, British Foreign Minister Jack Straw
addressed a hard-hitting message to Belarusian President
Alexander Lukashenko after a debate with the E.U.'s 25 foreign
ministers. The E.U. threatened sanctions against Minsk under the
notion that Belarus does not respect civil rights properly and is
allegedly unable to hold "fair and free elections."

Then, on November 14, a U.S. official reportedly called for
punitive measures against Belarus, judging that political
repression in the country has reached levels that existed during
Soviet rule.

The E.U.'s concerns are focused on the 2006 presidential election
in Minsk. It is no secret that the United States and the European
Union aren't keen of Lukashenko -- who has been in power since
1993 -- since he remains the only Eastern European leader to
overtly profess a pro-Russian geopolitical preference.

Lukashenko is now set to run for a third mandate.

CONVICTED terrorist leader Abu Bakar Bashir's Mujahideen Council
Indonesia has invited Prime Minister John Howard to talks on fighting
terrorism, but wants to take issue with his "unacceptable interference"
in blocking a reduction in the cleric's sentence.

Council secretary-general Shobbarin Sjakur said the invitation to Mr
Howard was issued last month. Mr Howard's office was considering the
request and had said a letter would be sent in response, Mr Sjakur
said.

Bashir is serving a 30-month sentence for endorsing the 2002 Bali
bombing as spiritual head of terrorist network Jemaah Islamiah. He
founded the hardline council and is its chairman.

Mr Sjakur revealed the correspondence with Mr Howard after visiting
Bashir in prison yesterday. "Maybe in the future both (we) and the
Australian Government can cooperate in combating terrorism in
Indonesia, even in the region," he said.

The offer came as police showed Indonesian MPs five VCDs found in
raided safehouses of Bali bomb ringleaders Azahari Husin and Noordin
Top. As well as messages from the three suicide bombers who carried
out the latest Bali attacks, they include a how-to guide on bomb
assembly.

The footage clearly showed Azahari being shot by police, before an
offsider detonated a suicide bomb.

The VCDs were intended to gain recruits, said police, who plan to
release them as part of a counter-terrorism campaign.

Security chiefs resign in wake of Jordan bombings

Eleven top Jordanian officials, including the national security adviser,
resigned yesterday in the wake of last week's triple hotel bombings.
King Abdullah appointed Marouf al Bakhit, Jordan's ambassador to Israel, to
replace Saad Kheir, the outgoing security chief.
Others to quit included Faisal Fayez, a former prime minister and one of the
king's closest confidants, and prominent religious advisers.
Fayez was expected to be appointed speaker of the senate. He was
replaced by Salam al Turk, a retired army general and a former government
official.
Last Wednesday's attacks on three Amman hotels killed 61 people and
dented the reputation of the country's revered security services.
The bombings were claimed by al Qaeda in Iraq, which is headed by Abu
Musab al Zarqawi, the Jordanian-born militant.
The bombings provoked national outrage and raised concerns over the
handling of the national security services.

In other developments in the war against terrorism, an ethnic rebel group
claimed responsibility for a car bombing in central Karachi yesterday that hit
a KFC outlet and rattled the offices of a state-run petroleum company,
killing at least three people and wounding 22.
Police were investigating the claim made by the Baluchistan Liberation
Army, which is demanding more revenues for gas extracted from its
impoverished corner of south-west Pakistan.
Following the blast, which marked the first time the group has claimed
responsibility for an attack outside Baluchistan province, the US embassy
warned Americans to "avoid locations where Westerners are known to
frequent throughout Pakistan".
In Afghanistan, police blamed al Qaeda for twin suicide bombings in the
Afghan capital that killed nine people.
Militants fired two rockets into the city last night and one exploded half a
mile from the headquarters of Nato peacekeepers, who were targeted in
Monday's bomb attacks.
Police suspicions of al Qaeda involvement reinforce fears that Osama bin
Laden's terror network has teamed up with its old ally the Taliban, who
claimed responsibility for the first major assault on foreign troops in Kabul in
more than a year.
Hamid Karzai, the president, said he expects terror attacks to continue "for
much more time to come". A rise in violence was expected ahead of key
elections in December. AP

Zarqawi has eluded capture, U.S. authorities say, because his network
has a much better intelligence-gathering operation than they do.

Zarqawi's organization has been particularly successful because it has
repeatedly targeted Iraqi civilians who tried to aid the American effort
to capture him, frightening off other potential informants, U.S. officials
said Tuesday.

AN Australian Defence employee has become embroiled in an
international espionage scandal involving the alleged sale of
top-secret US B-2 Stealth bomber technology to foreign powers.

Defence Materiel Organisation officer Arthur Lazarou, a retired Royal
Australian Navy lieutenant-commander, is the subject of an internal
Defence investigation over his links to US engineer Noshir Gowadia,
who was charged last month with disclosing military secrets - which
could be "used to cause injury" to the US - to representatives of eight
foreign governments and corporations.
