GRIGNY, France, Nov 6 (Reuters) - Rioters fired shots at police in an 11th night of riots in France on Sunday, injuring 10 policemen, two of them seriously, police said.
Some 200 youths were lobbing stones and other objects at police in Grigny, south of Paris, a police spokesman said, adding that some of the rioters had fired at officers with shotguns, hitting 10 policemen.
Two officers were being treated in hospital, one with lead shot wounds to the throat, the other with wounds to a leg.
Asked whether the rioters could have killed someone, the spokesman said: "Probably not at this distance, but they could have caused bad injuries, or turn one of the officers blind."
The fresh violence came just hours after President Jacques Chirac vowed to restore order, making his first public comments since the riots started in Paris's poor suburbs on Oct. 27.
"The Republic is quite determined, by definition, to be stronger than those who want to sow violence or fear," Chirac said after a domestic security council met to respond to the violence in which thousands of cars have gone up in flames.
"The law must have the last word," Chirac said.
Rioting began with the accidental electrocution of two youths apparently fleeing police. Their deaths ignited frustration among ethnic minorities over racism, unemployment, police treatment and their marginal place in French society.
The riots have spread from Paris's bleak suburbs to other French cities. Towns such as Toulouse, Nantes and Strasbourg were hit by violence on Sunday.

Tehran, Iran, Nov. 05 A senior Iranian military
commander said on Saturday that the Islamic
Republic had mobilised its army and taken the
necessary steps to be able to stand up to threats
posed by the United States.
Deputy commander of the Ground Forces of the Iranian army,
Brigadier General Seyyed Nasser Hosseini, in a trip to the southern
city of Shiraz, said, Americas threats in the region and on our
borders are serious. We have comprehensive and serious plans to
stand up to these threats.
America is a threat to the people of the region. Its presence in this
region and in our neighbouring countries is causing havoc, Hosseini
said.
We are completely ready to face these threats, the army
commander said, adding that threats by the U.S. had always existed
and Tehran had to be aware and serious in facing them.
With the changes that have been made in the equipment in the
army, it is militarily suited for withstanding U.S. threats. Theoretical
and field training, as well as manoeuvres in battle have been
increased in this regard, he added.

GENERAL of the Army Raúl Castro Ruz, minister
of the Revolutionary Armed Forces, today
received Colonel General Liang Guanglie,
member of the Central Military Committee and
chief of staff of the Chinese Peoples Liberation
Army.
In cordial talks at the
Ministry of the Revolutionary
Armed Forces (FAR), the
likewise second secretary of
the Communist Party of
Cuba acknowledged the
valiant history of the
military in that Asian nation.
Raúl welcomed the high-level delegation to the
island and expressed his confidence that the
time its members are to spend here will be
useful and beneficial for mutual relations.
Colonel General Liang Guanlie and his
delegation, who are to stay on the island until
Sunday, expressed thanks for the reception by
their hosts, and emphasized that this visit will
contribute to the strengthening of the historical
fraternal ties between the governments, armed
forces and peoples of Cuba and China.
During the talks at the FAR Ministry and with
other high-ranking officials from that institution,
the delegation was informed on aspects related
to defense preparations on the part of the FAR
and the people in general, as well as advances in
the revolutionary programs.
VISIT TO THE GRAND TANK UNIT
The official reception ceremony took place in El
Cacahual and was headed by Army Corps
General Alvaro López Miera, deputy minister
chief of staff of the FAR, and other senior
officers, including Division General José Carrillo
Gómez, chief of the FAR Political Department,
and Vice Admiral Pedro M. Pérez Betancourt,
chief of the Revolutionary Navy.
As part of the ceremony, the delegation placed a
wreath at the monument to Lieutenant General
Antonio Maceo and his aide, Captain Francisco
Gómez Toro and listened attentively to details of
their heroic history in our Wars of Independence.
During the singing of both nations national
anthem, an artillery battery fired a 17-gun salute
in honor of the visitors.
They were subsequently received at the Rescate
de Sanguily Grand Tank Unit, Antonio Maceo
Order by its chief, Brigade General Eliecer
Velázquez Alamaguer. The Chinese delegation,
interested in aspects related to the combat
readiness and training of the Cuban troops, were
given details on the structure, missions and
combat history of the regiment.

DRIVER came under pistol attacks of Tamil Tigers (LTTE) this evening (04) at 4.00
p.m. in the general area of SELVANAYAGAMPURAM, TRINCOMALEE escaped death with
serious injuries received below knees. The three-wheeler driver K.S. NALINDA
PRIYANKARA (22) of No. 35, ABEYAPURA, UPPUWELI was just collecting his fare from
a passenger for the hire when motorbike riding two Tamil Tigers shot him at close
range and felt the scene. However, the victim tactfully avoided pistol shots on his
head but received injuries bellow knees. He was admitted to TRINCOMALEE hospital.
This is the second attack on Sinhala three-wheeler drivers in the area after Tamil
Tigers killed one several days ago while he was in the area of ORRS HILLS in
TRINCOMALEE. (Ref: Situation Report on 27 October 2005). The Sri Lanka Monitoring
Mission (SLMM) was to be informed of this incident. The UPPUWELI Police are
conducting investigations.

NOG Vehicle with pen torch batteries detained
- TROOPS ON DUTY at KADDAIPARICHCHAN roadblock were compelled to detain a
stock of 338 pen torch batteries from the vehicle of an Non Governmental
Organization (NGO) registered in Denmark on 03 November 2005 around 2.45 p.m..
The vehicle with two of their employees A.N. MURTHI and SHIWA GANESH RAJ
(driver) was taken in for questing because item such as pen torch batteries are not
permitted into un-cleared areas under provision of Memorandum of Understand
(MoU). After Police investigations the vehicle with employees was released without
those pen torch batteries. The Sri Lanka Monitoring Mission (SLMM) was to be
informed.
Tiger attack on Thinamurasu carrying taxi
injures four - Three policemen and a civilian were injured in an LTTE attack
on a three wheel taxi carrying bundles of pro-EPDP newspaper Thinamurasu at Kopin
Junction, Batticaloa yesterday (3) morning. An EPDP member was transporting the
newspapers in the three wheeler from the Batticaloa bus stand for distribution among
newsagents with a police guard when the LTTE cadres had fired on the taxi injuring all
four occupants. The injured were admitted to the Batticaloa hospital police said. The
shooting had taken place around 10.30 a.m. Batticaloa police had launched a search
operation to arrest the LTTE cadres but they had fled the area immediately afterwards.
The search also resulted in police finding 2 T 56 assault rifles believed to be left
behind by the fleeing Tigers. Meanwhile, Colonel Krishanpillai Inbarajah (32), a
senior fighter of the LTTE breakaway group led by Karuna Amman, who was injured in
a clash between the Wanni and Karuna factions at Vakarai recently, died at the
Batticaloa Teaching hospital yesterday. Colonel Inbarajah, also known as Inban, is a
resident of Kokkadicholai was one of the hardcore LTTE fighters to breakaway from the
LTTE Wanni command with Karuna.
LTTE links with al-Qaeda would worry US - The
United States yesterday said they would be concerned about links between the LTTE
and al-Qaeda or any other terrorist group after the London-based International
Institute for Strategic Studies (IISS) revealed that the Tigers may have possible
connections with Osama bin Ladens radical outfit. Released on October 25, the IISS
latest publication Military Balance 2005-2006 lists the LTTE as a non-state armed
group, adding that it carries out suicide attacks and has a "possible al-Qaeda link".
"Obviously, we would be concerned about links between the LTTE and al-Qaeda or any
other terrorist group," said Philip Frayne, spokesman for the US Embassy in Colombo.
"Any link would concern us." He observed, however, that the report has spoken only
of a "possible link". IISS notes in its latest publication that: "The LTTE is the only
insurgent group with an army, navy and an infant air force." It also states that,
despite reports to the contrary, the tsunami does not appear to have had a major
long-term impact on the LTTEs military strength and capabilities. According to local
media reports last week, the IISS was one of the first if not the first
international institute to state categorically that the LTTE possessed aircraft. A foreign
ministry source commented yesterday that the issue of LTTE air capacity became even
more significant in the light of the IISS suggestion that the group may have some
association with al-Qaeda. "I dont know why nobody is talking about it or taking the
LTTE to task over this question," he said. "The LTTE having air capacity has serious
regional implications. It is against the very spirit and letter of the cease-fire
agreement."
Meedin killer an LTTE undercover agent - Ice
Manjula the suspect wanted by the police in connection with the murder of
Lt.Col.Tuan Rizwi Meedin is said to be a undercover LTTE agent, who has been used by
the group to transport arms and ammunition from Colombo to Trincomalee and vice
versa in lorries carrying fish. DIG Trincomalee Rohan Abeygunawardena said the
suspect could have gone to an LTTE controlled area after the assassination and may
be enjoying the hospitality of the terrorists. Chumley, who is now in police custody,
has told the police that he did not know anything about Ice Manjulas activities but
came to know the suspect through the slain Intelligence Officer. However, the police
believe Chumley is trying to mislead them and the veracity of his statement could be
ascertained when Ice Manjula is arrested, they said. Police are also investigating
Chumleys movements and business contacts as well as his bank accounts and have
questioned a number of people who had dealings with him in the recent past. Police
and intelligence services had on earlier occasions come to know of a number of
Sinhalese youth who have connections and dealings with the LTTE.
LTTE violates the rights of women and
children -- Ambassador informs UN Security Council - Reviewing the UN
Security Council Resolution 1325 on Women and Peace and Security adopted five
years ago Ambassador Prasad Kariyawasam, Permanent Representative of Sri Lanka to
the United Nations, informed the Security Council that the LTTE is in "gross violation"
of the rights of Tamil women and children. Hailing "the Security Council Resolution
1325 as a ground-breaking initiative" Ambassador Kariyawasam told the Security
Council on October 27, 2005: "The effect of armed conflict on the girl-child has been a
grave concern in Sri Lanka for sometime. Recruitment of children including girls to the
ranks of an armed group in the conflict in Sri Lanka is a continuing worry for our
people. The armed group, LTTE, in gross violation of its commitments, continues such
recruitment. This affects women, in general, who are the primary care givers in most
families. Children, in particular, girls, being affected by armed conflict cannot and
should not be allowed to continue by the civilized world and imposition of targeted
actions against the perpetrators of such crimes is a paramount necessity."

Legislating Security Against Domestic Jihad

Frontpage Interview's guest today is Mike Dennin, the Chief Legislative Coordinator of the fast growing
organization The United American Committee (UAC), a federation of concerned Americans promoting awareness
of threats to Homeland Security, primarily focusing on Islamic extremism in <?xml:namespace prefix = st1 ns =
"urn:schemas-microsoft-com:office:smarttags" />America.
FP: Mike Dennin, welcome to Frontpage Intierview.
Dennin: Thank you, Jamie.
FP: Mr. Dennin, in your position at the UAC you are an expert in gauging all of Americas vulnerabilities in
Homeland Security. I want to talk to you about those vulnerabilities and the laws your organization is pushing
for to make us safer here at home. But first, tell us briefly about the UAC and your mission in general as Chief
Legislative Coordinator.
Dennin: The United American Committee is a grassroots federation of citizens who are concerned with the
domestic national security threats we are facing here in America. Our mission is to articulate the presence and
nature of these threats and to promote effective solutions to counteract them at the local, state and national
level. My task as Chief Legislative Coordinator is to facilitate the participation of our members in the civic
decision making processes that directly effect our Life and Liberty.
FP: Ok, tell us some of the most urgent Jihadi threats that are staring us right in the face. How are we not
prepared to confront them? What legislative initiatives are you pushing for that will help us deal effectively with
these threats?
Dennin: The very existence of organizations such as the UAC is indicative of the perception among many
Americans that our nation is inadequately prepared to confront militant jihadis and that our leaders are failing to
develop effective measures to defend America against the threats these and other hostile elements pose to our
freedom and
security.
Specifically, the most urgent threats we are facing today are the increasing presence of terrorist cells and
support networks in the United States and the obstructionism of individuals and organizations whose
fear-mongering is hampering the efforts of our government to carry out its responsibility to protect the
American people. Our lack of security controls and susceptibility to political correctness and anti-American
psychobabble are but a few obvious manifestations of our physical and mental unpreparedness, and this is
directly responsible for the increasingly vulnerable position we find ourselves in today. The legislation the UAC is
promoting addresses these vulnerabilities in our homeland security, such as the SAFER Act (H.R. 688), the
CLEAR Act (H.R.3137/S.1362), H.R. 780 and H.R. 1196, that bar the admission, and facilitate the removal, of
alien terrorists and their supporters and fundraisers, and secure our borders against terrorists and other criminal
elements. In addition to the legislation we are supporting in Congress, we are currently researching measures
that 1) shut down the U.S. offices of organizations that fund and incite terrorism, 2) prevent terrorists from
accessing sensitive national security infrastructure and operational details and 3) set stronger mandatory
minimum sentencing guidelines for convicted terrorists.
FP: Why is it so easy for alien terrorists to get into our country? Why are organizations that fund terror
permitted to maintain offices in the U.S.?
Dennin: It is easy for terrorists to enter our country because the federal government has failed to appropriate
the resources necessary to effectively secure our borders. It has been over four years since 9/11, and the
legislation necessary to address the lack of funding, manpower and detention facilities is just now moving
through Congress. This lack of responsiveness isnt even remotely acceptable. At the rate Washington is
moving, it will be years before we get enough boots on the ground to adequately secure our frontiers. This is
why you see civil border patrols increasing, not decreasing, the scope of their activities. This is why we hear
reports of MS-13 gang members smuggling al-Qaeda jihadis across our nations borders.
An equally mystifying situation is the continued presence of organizations in the United States who have
reportedly supported jihadist organizations that have the blood of American citizens on their hands. For
example, the Muslim World League, a Saudi Arabian charitable umbrella organization, has been permitted to
maintain offices in the United States despite the fact that it is suspected of providing funds to Osama bin Laden
and that several of its affiliates have been shut down in this country for supporting al-Qaeda and HAMAS.

ISLAMABAD: The October 8 killer quake in
Pakistan has literally given a new lease of life
to many banned Islamic militant groups
operating from the Pakistani-administered
Kashmir and waging a so-called jehad against
the Indian forces in Jammu & Kashmir.
With the government writ undermined by its
ineffective responses to the tremor, and with
popular frustration and anger against the regime growing, many Pakistani militant
groups, described by India as terrorist organisations, have occupied the space created
by the momentous humanitarian crisis in Azad Kashmir, and have become more brazen
about their activities. In sharp contrast to the government relief agencies, most jehadi
groups have demonstrated tremendous agility in undertaking rescue operations for the
affected people of Kashmir whose cause they espouse.
A cursory glance over the relief and rehabilitation activities being carried out by guerilla
turned philanthropists in Azad Kashmir shows that in contrast to most of the
government relief agencies and aid workers, they are well-organised and devoted and
have a nimble network. Being the first responders within hours of the catastrophe, the
militants started removing those trapped under the debris of the collapsed houses
besides providing emergency treatment to the injured. The militant groups appear to
be working on the pattern of Hamas and Hezbollah, two Palestinian radical groups
whose humanitarian work found roots among the people.
Currently, over half a dozen banned militant groups can be seen carrying out relief
work in the quake-affected areas of Azad Kashmir, and apparently with due permission
by the government. In the beginning, the police authorities dismantled many such relief
camps set up by these jehadi groups on government orders. However, they were later
allowed to resume relief activities keeping in view the magnitude of the disaster. The
militant groups involved in relief and rehabilitation work in Azad Kashmir are the
Lashkar-e-Toiba, Jaish-e-Mohammad, Hizbul Mujahideen, Harkatul Mujahideen,
Tehreekul Mujahideen, Al-Badar, Hizbul Tehrir and Tehrik Nifaz-e-Shariat Muhammadi.
