Yup... although no newspaper will state that. Some do mention that the "victms" were African, and that the "community" is largely immigrant. Unless you suspect that Frankish people were outraged at the death of Africans that they rioted in an immigrant community, you can deduce from these reports that the rioters are African immigrants. And most African immigrants to France are from the former French colonies in Africa, which are predominantly TROP. But you'll never see it explicitly in print.
Please explain ROP and TROP. I see them now and again.
And I agree with your assessments: the press won't tell it like it is, we must do what the Soviet public had to do in its day, and read between the lines and not what is not being said.

Actually, the few names I have seen appear to be Algerian, rather than sub-Saharan African.
