George W. Bush is laying a claim to be the President who did the best job creating jobs for blacks. This is an 11% improvement in the gap between White and Black workers. If the same rate continues in the future, Blacks will catch up with whites in about 20 years.
But wait. The RATE of closing the gap also improved. If that RATE continues to improve, then Blacks will catch up to whites in about 15 years, which is something the Neal Deal and War on Poverty were unable to do in 50 or 70 years.

What is the spread between teens of different demographic groups who completed the same level of education? or who scored the same on an SAT?
What is the spread between teens of different demographic groups when both teens are from two parent homes? From 1 parent homes? Raised by aunt, uncle, gandparent? Attend church often vs never attend church?
What is the spread between Hispanic immigrant teens who don't know English and are illiterate in Spanish compared to Black teens who know English? What percentage of each group that actually work are earning the construction type wages of $15 and $25 per hour?
I see large numbers of illiterate Hispanics teens who are able to buy a house in 5 years, when they are 22-24, and conventional at that ... without taxpayer guarantees. Black homeownership is also up. But how many years does it take a Black person before they DECIDE to join the ownership class? And what percentage are with taxpayer subsidy?
