You guessed it -- Ronald Reagan.
Reagan hit a record -6.0% in 1983 (with a Republican Senate and 'cold' vs 'hot' war). The highest it has been under GWB is -3.6% (with a 'hot war'/a recessive economy (thanks to Clinton)/business scandals that impacted the stock market (again thanks to Clinton)/a global energy crisis/devastating natural disasters, and so on, and on, and on.)

Both Reagan and GWB were/are pragmatic incrementalists -- Reagan did what he had to do to win the Cold War and GWB is doing what he has to do to win our War against Islamofascism!!
