It seems to me that the "crime" is not outing Plame but not saying your did or didn't. That is with holding or falsifying evidence.
One could say this is entrapment, which is illegal.
But if no crime was committed in the outing of a CIA spook, can there be a crime to cover up by with holding evidence? (by the associative laws of algebra, so to speak).

His charged with obstruction of an investigation (the investigation doesn't have to be justified)because he did not give accurate information and he knew it was inaccurate and he's charged with perjury because he knowingly made false statements. It's not about covering up a non-crime, which we all know this was.
