It was only a matter of time, under European and Russian pressure on the UN, that the sanctions would be lifted. Once this happened Saddam could rapidly rebuild his war machine, resurrect his WMB program and funnel even more funds into international terrorism. This was the rationale for regime change which became the new policy before Clinton went out of office. Of course, you can't put this on a bumper sticker, so a democrat can't fathom it.

True enough. He also already had the money from the Oil for Food program to buy WMD and reconstitute his nascent nuclear program. Iraq had been on the State Dpartment's list of state supporters of terrorism for almost a decade.

UNITED NATIONS (AP) - More than 2,000 companies made about $1.8 billion in illicit payments to Saddam Hussein's government through extensive manipulation of the U.N. oil-for-food program in Iraq, according to key findings of a U.N.-backed investigation.
The report - to be released in full Thursday by the committee probing claims of wrongdoing in the $64 billion program - indicates that about half the 4,500 companies doing business with Iraq paid illegal surcharges on oil purchases or kickbacks on contracts to supply humanitarian goods....

I don't know why they would not allow copying.
Maybe some enterprising Freeper with time on their hands (and a full version of Acrobat) can crack the password and post it.
I tried "Oil" and "Iraq" - and they didn't work - so you can skip trying those 2!

Must suck for the left because the oil for fooders "queered the deal" on their mantra that there was real massive international support against the war. All of their heroes are suspect. Were their favorite Euro lefties paid by Saddam to be against the war or not? Many are on record now as on the take for their support and some we'll never know. My guess is most were.

I don't know, but it's time to make some political hay with this report and make sure it stays on the front page for a loooong time.
The report alleged that Jean-Bernard Merrimee, France's former U.N. ambassador, received $165,725 in commissions from oil allocations awarded to him by the Iraqi regime. He is now under investigation by the French authorities.
"While serving as a special adviser to the secretary general of the UN, with the rank of undersec general, Jean-Bernard Merrimee began receiving oil allocations that would ultimately total approximately six million barrels from the government of Iraq," the report said.
