Because it is not illegal for the CIA boss to give classified info to the Veep, who is cleared to receive it?
They all have clearance. They would have to have had proveable malevolent intent to indict them on the discussions you mention. It's their discussing it outside of this group, which I do not think has been proven, that would cause the problem. To all appearances, that is now a moot question anyway. The indictments would be regarding Libby's and Rove's testimony to the GJ. Did they forget to tell about every conversation they've had in years that may have had something to do with Plame? It's down to being a witch hunt.
It's not illegal to tell someone who has clearance. So Tenet could tell Cheney and Cheney could tell Libby, but Libby can't tell Miller (assuming Plame really was undercover).
Cheney is cleared to receive that kind of information and Tenet is under no restriction to provide it to him. I suspect that Libby also had a need to know clearance if it was germane to his job. It was. Wilson was making allegations that the VP's office sent him to Niger. Why are they going after any of them? We all know why.

1) Because a CIA chief is SUPPOSED to tell the VP and/or the POTUS what he knows and has discovered.
2) Because Libby is the VP's chief of staff and he is supposed to know classified information.
But the buck should stop at Libby or Cheney.
When classified info is given to either of them, it behooves them to KEEP THEM CLASSIFIED, NOT LEAK THEM TO ANYONE.
It would be Tenet's fault if he shared classified info with others OTHER THAN Cheney or Libby or The President or anyone within the President's inner circle.
I think the idea is that Tenet and Cheney have Top Secret clearance, Libby and Rove do not? I am not sure.
Assume the worst - Valerie Plame's identity was TOP SECRET (it wasn't of course but we are just pretending - just like we're the MSM.)
Then Tenet (who is cleared for TOP SECRET) telling Cheney (who is cleared for TOP SECRET) who then tells Libby (who is cleared for TOP SECRET) in an area that is cleared for TOP SECRET meetings (like the White House) is certainly no crime.
