Either we have have a leak or a lie. Seems like it should be investigated either way. Could it be possible that they are trying to determine where the leak is coming from? Feeding information to someone to trace it?

In the trade, doing what you suggest above is called a "drip" operation. You use a "Drip" to find your leaker.

I have been thinking the exact same thing. I recall Goss doing something similar when taking over the CIA.
