So 83% of provinces were majority-yes. Sounds like an even higher level of approval than our own Constitution required.

Or got. If I recall correctly (which is by no means certain), our Constitution was approved by a much smaller margin, and one of the reasons it passed was because the Framers agreed to leave the slavery issue out. Nothing's perfect first time out, and the Framers realized this by providing for amendments to the Constitution.
