Cindy - hate to break it to you, but the WAR IS ALREADY OVER. If the war is over, we should be bringing our troops home - and have UN peacekeepers there. 2000 dead and rising doesn't sound like the "war" is over. With a constitution of some quality, we should declare victory and leave.

And with approx. 0% of the Sunni vote. Sounds like a recipe for civil war... in which case we need to be out of there. Saddam gone, "constitution" exists, it should be the Iraqis problem from here on out...
