I would assume that somebody around here will know how to upload the PDF so that it doesn't fall victim to site crashes that seem to become epidemic whenever something negative to the 'Rats is published. Personally, I don't have a clue how to do anything other than provide a link.
Barrett was using the mysterious www.oic.gov server - which was previously was used by Donald Smaltz. There has been some interesting activity at that site over the last couple of weeks. Williams and Connelly has an intern watching this thread right now to see when the unexpurgated report will leak out.
