Wis. governor vetoes 'conscience clause'

MADISON, Wis. (AP) - Wisconsin's governor vetoed a bill Friday that would have allowed health care workers to opt out of a half-dozen procedures, including withdrawing a person's feeding tube and using embryonic stem cells, on religious or moral grounds.

The "conscience clause" also would have protected medical workers against punishment from their bosses or state regulators if they refused to refer people elsewhere to get the procedures.

"Because it puts a doctor's political views ahead of the best interests of patients, this legislation ought to be called the 'unconscionable clause,'" Gov. Jim Doyle said in a statement. "It is a disservice to patients and to our health care system."

Doyle, a Democrat, vetoed a similar bill in 2004.

Wisconsin Right to Life, a group that opposes legalized abortions, pushed this latest measure.

Under current state law, medical workers already can opt out of abortions and sterilization procedures on moral or religious grounds without fear of reprisal from their employers or state examining boards and licensing agencies.

The bill laid out six more procedures medical workers could refuse for ethical objections: destroying embryos or using cells from destroyed embryos; procedures on an embryo that won't benefit it; procedures involving a child growing in an artificial womb that don't help the child; procedures, such as transplants, that use fetal organs; pulling a feeding tube from a person who isn't terminally ill; and assisting in a suicide.

Wisconsin Right to Life legislative director Susan Armacost said the veto would make life tougher for medical workers.

"They feel it's very necessary," she said. "The whole atmosphere is not very amenable to people who don't want to kill their patients."

Our governor would have done the same thing :(
Our AG will soon be arguing a case before the SCOTUS about our recently passed Parental Notification law (under the previous governor, a Republican). In a case of double irony, this attorney general, Kelly Ayotte, was just reappointed to her position by this present governor. AND he is pushing for repeal of the Parental Notification law. How weird is that?

Uh -- did the Guv read the list?

This is another reason why the best medical personnel will abandon Wisconsin and move to Indiana. It's already the fifth largest state in terms of "medically related business activity", although it's only fourteenth in population.

Whether it's freedom of conscience, malpractice insurance, or medical liability, there's always something going on to make much of the Midwest uninhabitable by physicians!

It looks like your conscience only matters if your particular conscience issue is on the list.
pulling a feeding tube from a person who isn't terminally ill so if you object to pulling a feeding tube from a terminally ill person you are not protected. I don't like the idea of a legislature creating a conscience list. Who gets to decide what is on the list? If you don't have the ear of a representative you are out of luck.

For him to suggest that this has anything to do with politics is disingenuous to begin with. The best interests of the patient are not to be euthanized but to prolong life to its natural end. This governor is so confused that it is no wonder he tries to confuse and obfuscate others.

I just read an article about who eviromentals have a religion.
Pollution and technology are the devil, the earth is god, eden was the time before humans, the humans left eden by developing technology(eating the apple of the tree of knowledge)...

Doesn't surprise me one bit. Our Republican Congress is having a good time outting this schmuck for who he truly is. The only reason he's in office is because Tommy Thompson left us to become HHSS, giving us a special election. That and rampant voter fraud, which is still being investigated. (Doyle was our AG before he ran for Governor against our then Lt. Governor (R) whom I voted for.)

The only thing Doyle's concerned with is that no legislation that crosses his desk effect his own "baby" which, ironically, is destroying fetuses in medical research by his beloved Alma Mater, UW Madison, WI. UW Madison (and othe rparts of the UW system) has a lot of money riding on fetal stemcell research. It's basically what the UW System is founded upon and financed by these days. There are all sorts of cozy little deals cut between the UW and the private sector; private companies formed by exiting UW Staff! Just follow the money...

Be nice, most libertairians (note the small "l") are quite uncomfortable with the government being morality police.

Of course I don't see any problem with this legislation since all it does is create a "whistleblower" type protection for people with religious views.
