In 99 during the fighting, the Chechens kept the civilians in Grozny hostage (mostly Russians since Grozny is a Russian city) and placed anti-aircraft guns on schools and hospitals. They blew up 3 apartment buildings in Russia.
In 2000, they took out a WW2 Veterans parade with a giant claymore. They waited until the vets and their grandkids were walking by. They also took out an underpass in the Russian subway killing 12 civilians. They blew up 1 train.
2001-3 they blew up several more trains and did lots of drive by attacks on civilians.
In 2003 they blewup a military hospital, they blew up a municipal building in Grozny, full of Chechens, and blew up a mosque, full of Chechens. They posed as police in neighboring province of Ingushetia and butchered 30-40 people at check points.
In 2004, they blew up a rock concert in Moscow, blew up a subway train in Moscow and blew up the entrance (where they were turned away) to a subway station.
This was all prior to Beslan and this doesn't mention the 1,500+ (mostly kids) kidnap victims from 1996-1999, the massacre of 11 red cross workers or the beheadings (after ransom was paid) of four British Telecom employees (3 brits, 1 auzi).
Pardon me if I don't exactly see what there was to respect prior to Beslan.
