And plenty of folks, including the local PD and many here, have tried to elevate this to "*TERRORIST INCIDENT*" < DUM DUM DUM-style bass-heavy scary music here>

Vinegar and baking soda does not cause burns. Although this story doesn't report it, another story said that the custodian who picked one of these devices up was burned when it exploded.
