the U.S. had no plan to return displaced residents.

Return them?

What are they, displaced property? Is that what you think of them JJ? As property of Louisiana?

They are free people and they will not be "returned". They are free citizens of the United States of America and they are allowed to live anywhere they please.

Maybe these "displaced residents" figured out they are better off outside NO and LA. By the way did he ever bus all those people into NO to find them work?
