My mom used to make this jello mold made from lime jello, cheese, cabbage, pimentos and pecans! The mother-of-all potluck terrors!!!I remember moms like yours. I think I am scared for life from church socials.

When I was in school, we had some idiots drop little flashcrackers down the center of the dorm stairwell when everybody was coming back from a firedrill. Nobody got hurt, but it scared the pi$$ out of a lot of kids, not only because of the loud noise in the stairwell, but also because they had wrapped the flashrackers with those little packets of ketchup you get at Mickey-D's. Big Bang and Ketchup splattered everywhere... good grief, everybody's ears were ringing and they thought they were dying. It was a BAD practical joke, but nobody was caught. (NO, it wasn't ME... I was still outside when it happened.)
Anyway, a firecracker water-bomb in the dumpster sounds like just another bad college prank gone awry...
