Well, of course you know my reverence for beer, but life must have balance.
When I was in the Army, I learned that the right way to drink beer was to donate blood first. Not only did I have money for the beer, but I had less blood to dilute it!
In this case, a good cold beer after an afternoon of yard work would be like the nectar of the gods. A little sacrifice is often worthwhile for a powerful reward.

I have checked the Atlanta paper and the radio stations websites, there is nothing so far.

Once a fire-cracker doesn't explode, you don't go touch it. You leave it alone A firecracker is different than what you describe as a "popper". Once it does't go off, and some reasonable period of time has gone by and/or you douse it with water, it's not going to go off. If these were such "poppers", it was criminally negligent to just stick them in the dumpster.
BTW, did I mention that to this day my wife still calls me "The Pyro", after 35 years of marriage? I do know about geeky youngsters who like to make things go bang or boom, believe me I do. Even now, I'd much rather shoot at reactive targets, water filled bottles for example, than just punch holes in paper, especially if I must do the latter indoors.

my wife still calls me "The Pyro", You would have liked my job in the Air Force - jet engine mechanic. We used to fill 12"x12" ziploc bags with JP4, and toss them in the exhaust path of a J-79 on the open test cell. A really nice fireball and noise. Of course, civilians driving by on Las Vegas Blvd called it in one night, and the security police came by, allegedly to stop us. But we let them try it a couple times, and they went away happy... :)

Atlanta police official calls incident "terrorist act".
Three explosive devices found in a courtyard between two Georgia Tech dormitories on the East Campus Monday morning were part of a "terrorist act," an Atlanta police official said. One of the devices exploded, injuring the custodian who found them inside a plastic bag. Two others were detonated by a bomb squad. The custodian suffered ringing to the ears and was treated at a local hospital. The events led to a temporary evacuation Monday morning. "It is a terrorist act at this point and depending on the outcome of the investigation it potentially could become a federal violation as well," said Major C.W. Moss of the Atlanta Police Department. The custodian found the three devices about 9 a.m. in a plastic-type garbage bag, Moss said. When he picked up the bag, one exploded, as it was designed to do when handled. The explosives were made up of chemicals placed inside plastic bottles and could have seriously injured someone, officials said. Numerous agencies were on the Georgia Tech campus to search for suspects. "It will be a joint investigation between the Atlanta Police Department, the Georgia Tech Police Department, the Bureau of Alcohol, Tobacco and Firearms, the FBI and the Joint Terrorism Task Force. Every possible lead will be followed," said Major Moss. About 100 students were evacuated from the Cloudman and Glenn dormitories, according to school spokeswoman Amelia Gambino.

Classic disinfo tactic would be to trump this one up as a terrorist attack, build it up and build it up, only to release that (oops!) it was just a prank, and then proceed to mock anyone who "believed" it.
This actually is meant to diffuse the discussion on OU, PhiKapMom. Talk about tin foil, lol, but I think that really is the case with this.

A 19 or 20 year old knows full well that this type of "prank" could injure... It won't stop them from doing it. It surely didn't stop me. You confuse child with adolescent. Children do not have the knowledge or resources to do these things. Adolesents know how and want to try it out.
Again, the punishment should fit the crime. The crime is determined from intent. Application of "terrorism" to this is plain stupid and irresponsible. How does irresponsible behavior on the part of authorities correct irresponsible behaviors of youth? You seem to seek prison terms for anyone who would operate "outside of the box". Engineering students, and later engineers, always operate that way.

...have been so funny... You just don't get it! People can be prosecuted for causing bodily harm even if the incident starts with a prank. Terrorism is just any easy way to incarcerate people without due process. It is not right to prosecute everything under terrorism even if explosives, incendiary devices, guns, knives, chains, cannons, or whatever were involved. Prosecution MUST be based upon intent. Fines and imprisonment should be measured for the the harm.
