Isn't there a verse in the Koran that says that it's OK to lie to the Infidel?

You're referring to the Muslim doctrine of Taqiyya which holds that lying in defense of Islam is permissible.

Very few non-Muslims understand this doctrine of Islam. Taqiyya roughly translates to "lying for the faith." In it, a Muslim can lie as a holy duty to deceive and gain an advantage over the infidel.
