I take "credible threat and threat specific" to mean that they have a pretty good idea WHO ALL to look for, but NYC is so dang HUGE.

heh I wonder who made the threat? Disgruntled NYC City Employees? Hmmmmmm I can't imagine who could do something like this????

New York is a strange city. 20 fire trucks could roar down the street and no one would flinch. But tweek them a little bit and they can be the most observant people on earth, picking out the tiniest detail which is "out of order".

Bet they're getting thousands of calls.
