Basically, rumors are a natual consequence of that sort of situation. What is also natural, but should no longer be condoned, is that broadcast journalism cranks up the gain of the rumor mill.

The one thing that you could have predicted wouldn't happen in the Congressional FEMA witch hunt: nobody grilled the FCC on exactly how broadcast journalism served the public interest in this affair.
