How old do they have to be before they can attend flight school in Norman?
Used to be 12 and you couldn't solo until you were older but I will have to check now.
I'd be more worried about the schools they attend, then them flying a plane right now.
Another possibly stupid question here since I was not a freeper at the time, but does Columbine tie into any of this?
Looks like they quit giving flying lessons to non-students from what I could find.
