It is the 'Official' emergency response plan for OU..scroll down and there are plenty of numbers to call to ask questions. Seems to me like most of the Bio-Hazard types were on the scene shortly after it happened.

Still nothing available as press releases on the Oklahoma FBI sites you posted. I have a PDF of a news release attributed to the FBI, but it is not listed on their websites at this time.
