That was my response as well. Since when does the Dept. of Homeland Security mistake a TOY for "all the components of an IED"??? Something definitely fishy here... No word on the carrier of the carry-on either.
Perhaps a threat was called in to the other airports to divert attention from San Diego.
Another unusual statement:
Police found a toy and what they called "some organic material", and the terminal was reopened at about 9:15 a.m.
