Support for Democracy Is Highest U.S. Priority in Caribbean
USAID's Adolfo Franco says 2006 election in Guyana will be "challenge"
Support for democratic governance remains the highest U.S. priority in the Caribbean, says Adolfo Franco, assistant
administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID).
In congressional testimony October 19, Franco outlined USAID programs in the Caribbean, telling lawmakers that trends over
the past two decades "clearly indicate a deepening of democratic values as democracy becomes the expectation of citizens and,
in a globalizing world, the expectation of the marketplace."Â (See related article.)
Civilian, rather than military, governments now are in place in all countries of the Caribbean except Cuba, Franco said, though
he added that progress toward democracy could be "undermined by weak public institutions, crime, and corruption."
Franco predicted that in 2006 the "elections challenge" in the Caribbean will be in Guyana, where "deep political schisms"
aligned along ethnic lines threaten to "further deteriorate public confidence in the two main political parties and erode
democracy."Â USAID, he said, is continuing to fund technical assistance and training for the Guyana Elections Commission,
while also supporting a "national-level dialogue aimed at reducing ethnic tensions in politics."
U.S. SUPPORT FOR ELECTIONS
He told the House International Relations Subcommittee on the Western Hemisphere that while transparency and
anti-crime/corruption activities are important to strengthening democracy, USAID's greatest efforts in the Caribbean are to
promote and maintain democracy through the support of elections. USAID, he said, has worked successfully with Guyana,
Jamaica and the Dominican Republic to develop modern electoral systems capable of conducting free and fair elections.
In Haiti, Franco said, USAID is coordinating with other international donors to assist the Haitian Provisional Electoral
Commission in carrying out elections scheduled for November and December. (See related article.)
USAID is contributing funds to support the efforts of the Organization of American States and U.N. Development Program in
registration and electoral oversight in Haiti. He added that USAID assistance in that country includes technical support for
voter education, journalist training, political-party strengthening and support and international election observers.
Cuba "presents a unique exception to the trend of democracy in the region," Franco said. USAID supports the policy goal of
promoting a rapid, peaceful transition to democracy in Cuba and offers grants to U.S. universities and nongovernmental
organizations to increase "the flow of accurate information on democracy, human rights, and free enterprise to, from, and within
Cuba."
USAID also works to improve the region's investment climate and reduce "constraints to business by assisting Caribbean
governments to enact legal, policy and regulatory reforms that promote trade liberalization, hemispheric market integration,
competitiveness, and investment," Franco said.
HIV/AIDS REMAINS LARGEST HEALTH THREAT
The HIV/AIDS pandemic, Franco said, is the largest health threat to the Caribbean, citing the fact that outside sub-Saharan
Africa, the Caribbean region has the highest HIV/AIDS rate in the world. By the end of 2004, he said, the number of AIDS
cases in the region was estimated to be at least 440,000, including the 53,000 people who acquired the virus in 2004. Haiti is
considered the Caribbean country most affected by HIV/AIDS. (See also HIV/AIDS in the Caribbean.)
About 1,000 HIV-positive infants are born each year in the Caribbean, Franco said, adding that both HIV prevalence and AIDS
cases are under-reported in the region, possibly by as much as 30 percent to 75 percent.Â

Holy war against newspaper (Over Mohammed
cartoons)

Internet collages threatening Denmark and daily newspaper
Jyllands-Posten with death and retribution have begun circulating on
the internet after the newspaper published caricatures of Muslim
prophet Mohammed
Bombs exploding over pictures of Danish daily Jyllands-Posten and
blood flowing over the national flag and a map of Denmark are among
the images circulating on the internet after the newspaper printed
twelve cartoons of the Muslim prophet Mohammed last month.
Daily newspaper Berlingske Tidende reported that the internet
collages, posted in the name of an unknown organisation calling itself
'The Glory Brigades in Northern Europe', showed pictures of various
tourist attractions in Denmark and stated that 'The Mujahedeen have
numerous targets in Denmark - very soon you all will regret this',
amongst other things.
Another picture showed soldiers, armed with bombs, over a map of
Denmark, with blood spattered over parts of the country.
The front page of Jyllands-Posten featured prominently on many of the
four collages. The newspaper has been criticised by Muslims for
printing the cartoons, and was forced to hire security guards after
receiving hate mail and death threats over the telephone.
The newspaper asked illustrators to make the cartoons after reports
that artists were reluctant to illustrate a book on Mohammed for fear
of Muslim retribution. The daily's editors said the cartoons were a test
of whether the threat of Islamic terrorism had limited the freedom of
expression in Denmark.

Illegal immigrants having fake IDs detained by PMO
Marine Corps News ^ | Oct 20, 2005 | Pfc. Quentin Grogan

MARINE CORPS LOGISTICS BASE BARSTOW, Calif. (Oct. 20, 2005) --
Lance Cpl. Joseph Alvarez, Provost Marshals Office gate sentry,
intercepted four illegal immigrants attempting to come aboard MCLB
Barstow to work for a civilian contracting company Oct 12.
Alvarez was conducting a routine inspection of the vehicle and
passengers, and noticed the van did not have Department of Defense
decals or markings.
While inspecting the passengers' identification cards, Alvarez noticed
the cards had a different color, a lower print quality than California
issued identification cards and the text sizes were not the same, he
said.
After noticing these differences, Alvarez asked the driver to pull over
to the side of the road, and a more detailed search was conducted. He
ran the California ID card number through the California Law
Enforcement Telecommunications System, or CLETS, which is a shared
database between the state and the law enforcement agencies, said
Cpl. Rhett Brohas, PMO desk sergeant.
"When I checked the male's ID card number, it identified a female, but
the card had a male picture on it," Alvarez said.
Alvarez ran the passengers' ID cards through the system and four of
the five cards turned out to be illegal copies. The ID cards came up on
the CLETS system registered to other individuals or not registered at
all, said Alvarez.
During the search, Alvarez also found a counterfeit social security
card, two more forged ID cards and three false green cards.

Bangladeshi PM asks for tightening security
www.chinaview.cn 2005-10-20 14:20:57
DHAKA, Oct. 20 (Xinhuanet) -- Prime Minister Khaleda Zia asked for tightening security on
priority basis for the government's important establishments across the country in view of the recent
terror strikes.
Addressing a meeting with secretaries here Wednesday, the prime minister also ordered to tighten
the security for offices, courts as well as all establishments and buildings at national and local levels,
The Daily Star reported Thursday.
Apart from the August 17 countrywide bomb blasts in which three people were killed and over
150 others injured, and October 3 court bombings by suspected militants in three districts which left
three people killed dozens others injured, there have been reports of threats to blow up
establishments in some districts.
More than 400 suspects, most of them are members of the banned Islamist outfit the Jamaadul
Mujahideen Bangladesh (JMB), have been arrested by police after August 17 bomb blasts. JMB
was accused for launching the bomb strikes.
In the perspective of various recent incidents, security has tobe ensured on priority basis, the
prime minister said.
